What is the Enforcement & Legal Process Manual?
The ELP manual is produced by TSSW and is currently accessed via this login. The purpose of the manual is to provide a self-contained guide for regulatory service officers undertaking evidence-based criminal investigations. The use of the manual and a single set of procedures, forms and records encourages consistency between subscribers, which includes 89 Local Authorities across the UK.
What does it offer?
The manual has seventeen chapters and guides the user through the case from beginning to end, providing the procedures on basic records and documents required for every step of a case, from serving statutory notices, collecting and handling evidence, interviews and applying for warrants through to prosecution and appeal. Each section of the manual is intended to provide stand alone guidance with cross references to other relevant sections. This means that the manual can be followed from start to finish, or can be used as a reference depending on the expertise of the user. Associated records & forms act as a template and can be downloaded and adapted by subscribers. The manual also differentiates clearly between law and best practice.
The manual is not intended to be a static document, but is expected to develop over time. A working group of legal advisors, trading standards, environmental health and licensing officers meet every three months to consider legislative changes and new case law, ensuring the manual continually represents contemporary ‘best practice’. We welcome input & suggestions from subscribers. A new edition of the ELP manual is published every six months to support the online website (which is updated every three months).
The manual is offered to subscribers as guidance only and is not intended to be an authoritative statement of the law, which can only be given by the Courts. The decision as to whether to adopt or follow any provision of the manual remains with the subscriber.
How much does it cost?
Access to the ELP manual is charged on a subscription basis per Local Authority. For the yearly subscription fee, subscribers can give access to as many officers as required to the online version of the manual. The manual covers all disciplines taking enforcement action and can be shared within your LA at no extra cost.
Option 1 – website only – £276 + VAT
Option 2 – website + books (2x books annually) – £351 + VAT
Extra books are available at £75 per book + VAT per year (1 book extra at each print)
